Under this premise, the idea of atonement is completely misleading.
A criminal justice system should be primarily concerned with the protection of citizens, not the penance of the offender.

Prisons should serve to prevent people from harming others.
In turn, prisons should ensure that as many inmates as possible are rehabilitated as quickly as possible.

This way would be better for everyone:
The victims and their families, who no longer have to hate.
Society, which has fewer prison costs and more people doing their part.
The offenders, who get a chance to rehabilitate and give their lives meaning.
